It is the first in a series called the American Health Care initiativea joint collaboration of the Committee for a Responsible Federal Budget and the Concerned Actuaries Group. Medicare consists of three programs: Part A covers hospital and inpatient care, Part B covers physician and outpatient care, and Part D covers prescription drugs.
Part A is funded primarily by a payroll tax while Parts B and D are funded through a combination of premiums and general revenue. Medicare costs are expected to rise rapidly in the coming years.
Both factors will continue to grow beyond the end of the decade. Medicaid american government research papers a state-run and jointly-financed health insurance program serving lower-income residents — including those making up to percent of the poverty level in states that expanded Medicaid under the Affordable Care Act.
